Call to action for all certification bodies to follow IAF guidelines

All certification bodies are invited to follow the IAF guidelines given at https://iaffaq.com/  through the FAQ Forum regarding the new situation related to COVID-19, and accredited certification.

In order to address some of your doubts, IAF has published the answers to the most frequently asked questions (https://iaffaq.com/) regarding the situation on its website. The answers are being updated on a daily basis, so it is necessary for accredited certification bodies to regularly monitor the forum.

Additional announcement regarding the state of emergency declared throughout the Republic of Serbia

Even in these changed circumstances such as the state of emergency declared throughout the Republic of Serbia introduced according to the Declaration of a State of Emergency (“Official Gazette of the RS”, no. 29/2020), ATS continues its activities by taking the utmost care to protect its clients, assessors, and employees.

On the basis of the Regulation on the Organisation of Employers during the State of Emergency (“Official Gazette of the RS” No. 31/2020), ATS has organised all of its employees to work from home to ensure their activities are being continued. Therefore, all employees will be available via means of electronic and telephone communication, and all the additional information you need can be obtained from one of the provided contacts: HERE ►.

The ATS has decided to conduct all the assessments scheduled for this period by the end of the state of emergency, using one of the permitted assessment techniques, except for the conformity assessment body (CAB) on-site assessment, or performing assessment at the location where CAB conducts its activities. Different means of communication that are yet to be agreed with CAB (e.g. skype, chats, video call…) may be used during these assessments.

Announcement to all certification bodies regarding the occurrence of the coronavirus 

As you have been informed earlier on our website https://www.ats.rs/en/new/2020/03/release, Accreditation Body of Serbia (ATS) is continuously monitoring the situation regarding the coronavirus outbreak. In line with this, ATS informs all certification bodies to follow the instructions given in ID3: 2011 (IAF Informative Document For Management of Extraordinary Events or Circumstances Affecting ABs, CABs and Certified Organizations) regarding contingency management that may affect the work of certification bodies, especially concerning potential changes to the schedule of certification audits, or the introduction of other audit techniques that can be used in this situation.

If certification bodies choose to use information and communication technologies enabling remote audit providing support and maintaining the integrity of the audit, they, consequently, need to implement the mandatory IAF MD 4 (ICT) Mandatory Document for the Use of Information and Communication Technology (ICT) for Auditing/Assessment Purposes).

Conduct on-site assessments of CABs between March 16th and March 31st 2020

Monitoring the situation regarding the outbreak of the coronavirus as well as the activities that are being conducted in our country (https://covid19.rs/homepage-english/) we have taken preventive actions to protect our employees, assessors, and experts, as well as accredited CABs.

COVID-19

 

On this occasion, we inform you that we will not conduct on-site assessments of CABs between March 16th and March 31st 2020. We will, however, conduct any planned assessments during this period using any other assessment techniques in accordance with SRPS ISO/IEC 17011:2018. Each CAB shall be informed about how the assessment is going to be conducted.

Any additional information will be communicated on time according to the relevant ATS decisions.

The International Accreditation Forum (IAF) has recognized the extension of the scope of  the IAF MLA Agreement of the European co-operation for Accreditation, (EA) to the following: Level 4: ISO/IEC TS 17021-10:2018 (Conformity assessment -- Requirements for bodies providing audit and certification of management systems Competence requirements for auditing and certification of occupational health and safety management systems) and Level 5: ISO 45001:2018 (Occupational health and safety management systems -- Requirements with guidance for use) dated February 5, 2020.

IAF CertSearch database started operating on February 1, 2020

IAF CertSearch is a global database where users can search and validate the status of accredited certification issued by a Certification Body which has been accredited by an IAF signatory member Accreditation Body under main scope ISO/IEC 17021-1. The base started operating on February 1, 2020. So far, over 1,000,000 certificates have been issued throughout the accreditation community, and in the IAF CertSearch system, 68 accreditation bodies have activated their accounts and stored details of 909 certification bodies, 7 of which  are Serbian, and 402,082 certificates. The database has been officially named as IAF CERTSEARCH and will be available through the IAFCERTSEARCH.org domain upon publication.

 

EA-INF/17:2020 Register of EA resolutions for use by EA, National Accreditation Bodies and EA evaluators published

The European Accreditation Organization (EA) published the document EA-INF/17:2020 Register of EA resolutions for use by the EA, National Accreditation Bodies and EA evaluators on its website on January 6, 2020. This document contains a register of all relevant EA resolutions that have not been transferred in EA documents but that are still valid for conformity assessment bodies, national accreditation bodies, and evaluators.

The Joint Commission (JC) for Economic Cooperation between the Republic of Serbia and Hungary 10th meeting of was held in Budapest from 12 to 13 November 2019. On that occasion, the 2020 Action Plan between the Accreditation Body of Serbia (ATS) and the National Accreditation Body of Hungary (NAH) was signed, among other things. Co-presidents Goran Knezevic, Minister of Economy of the Republic of Serbia, and Péter Szijjártó, Minister of Foreign Affairs and Trade of Hungary were the chairmenof the delegations.

Report from the Joint Annual Meeting of ILAC and IAF

A joint annual meeting of international accreditation organizations IAF and ILAC was held in Frankfurt from 21 to 31 October 2019. The Joint General Assembly of these organizations has decided to endorse the recommendation of the Joint Executive Committee regarding establishing a single international accreditation organization based on the results of research carried out to support the IAF 2020 - 2025 and ILAC 2021 - 2025 Strategic Plans.

After the seminar that took place in the Kombank Hall on September 11 was finished, Accreditation Body of Serbia was pleased to welcome the honored guest, Mr. Alexey Khersontsev, the Head of Federal Service for Accreditation (RusAccreditation) of the Russian Federation the following day.

Mr. Khersontsev’s visit is of paramount importance in terms of bilateral relations with the Russian Federation. Signing the  Memorandum of Understanding between our two countries is the irrefutable proof of it.

Accreditation Body of Serbia organized a seminar for accredited conformity assessment bodies in the monumental Kombank hall (former Dom Sindikata hall) on the Nikola Pasic Square in Belgrade. The seminar, called "Accreditation and Conformity Assessment - we are the world", was attended by approximately 600 guests, representatives of accredited conformity assessment bodies, relevant ministries and other renowned institutions of the University and faculties in our country.
