Information for CBMS about migration to ISO 45001:2018 from OHSAS 18001:2007

We hereby inform all interested parties that on 5 April, 2018 the Institute for Standardization of Serbia (ISS) published standard SRPS ISO 45001: 2018 - Occupational health and safety management systems- Requirements with guidance for use. The Accreditation Body of Serbia (ATS) informs accredited certification bodies (CBs) for certification of management systems that the transition period for transition to certification according to the new standard is three years from the publication of the ISO standard, which means until 11 March, 2021.

When considering the activities necessary for the CBs to move to certification according to ISO 45001: 2018, the requirements of the mandatory document IAF MD22: 2018 – Application of ISO / IEC 17021-1 for the certification of OH & SMS must be taken into account. CBs offering OH & SMS certification will need to implement these requirements.

In accordance with IAF MD21: 2018 Requirements for the migration to ISO 45001: 2018 from OHSAS 18001: 2007, for all CBs that wish to migrate to certification from SRPS OHSAS 18001: 2008 to SRPS ISO 45001: 2018 ATS will require, at least, assessment of the documentation based on the documentary review and the assessment in the office and at least one on-site witnessing as part of the regular surveillance assessment or re- assessment.

Ideally, witnessing will be auditing the transition of an existing client or auditing the new client, but in any case, the witnessing must indicate that the CB’s processes and the access to audit cover all aspects of the new standard.

All CBs that migrate from OHSAS 18001 to ISO 45001 are required to provide ATS with the Plan of Migration to Certification according to SRPS ISO 45001: 2018 with information on when they expect to be ready for the documentary review stage no later than 31 May 2018 and, according to the plan, all management system documents that have been amended due to new and changed requirements of SRPS ISO 45001: 2018 standards (including the requirements of IAF MD 21: 2018 and IAF MD 22: 2018) with clear identification of changes, so that ATS could check, in accordance with the Rules of Accreditation and the Plans, the implementation of the requirements of the new standard.

ATS will not accept applications for accreditation by certification bodies for certification of occupational health and safety management systems according to OHSAS 18001:2007, after 30 June 2019, ie the beginning of the receipt of applications for accreditation of CBs certifying occupational health and safety management systems according to the new issues of SRPS ISO 45001:2018 is 1 September 2018.

All assessments performed after 15 September, 2018 will include assessments of CBs that certify in accordance with SRPS ISO 45001: 2018 standard (including the requirements of IAF MD 21: 2018).

We hereby remind you that we informed you on 1 February, 2018 that the document IAF MD 22: 2018 had been applied since 25 January, 2018 and that it referred to certification according to SRPS OHSAS 18001 standard, as well as certification according to SRPS ISO 45001: 2018. We also reminded you that the deadline for commencing the assessments wherein requirements given in IAF MD 22: 2018 will also be assessed was 6 February 2018.

As of 11 March, 2020, assessments will be exclusively for CBs that certify according to the new edition of the standard (including requirements from IAF MD 21: 2018). The deadline for completing the assessment for the purpose of migration to accreditation according to the new issue of the standard is 11 September, 2020. In accordance with the IAF Resolution 2016-15, the end of the transition period is 11 March 2021.

All assessments of migration require making an independent decision, based on the recommendation of the assessment team, in order to confirm that accreditation migrate to SRPS ISO 45001: 2018. The actual accreditation migration cannot be completed until all mandatory findings (relating to this migration) are resolved with the approval of the ATS assessment team and a decision on granting accreditation/migration to SRPS ISO 45001: 2018 is made.

We hereby also inform you that the accreditation for OHSAS certification according to SRPS OHSAS 18001: 2008 will remain valid for each CB until either the migration is reached or until the expiration of the deadline for migration (11 March, 2021). Accreditation for the certification of OHSAS will be withdrawn to all CBs that do not achieve a successful migration before the expiration of the deadline for the migration.
