Adopted Sub-laws
NoticesAt the end of last year three regulations (sub-laws) prescribed by the Law on Technical Requirements for Products and Conformity Assessment were adopted:
The Regulation on the Mode of Appointment and Authorisation of Conformity Assessment Bodies, The Regulation on the Mode of Recognition of Foreign Conformity Certificates and Marks and Regulation on the Mode of Conducting Conformity Assessment, Content of Conformity Certificate, on the Form, Design and Content of the Conformity Mark.
The said Regulations are of utmost importance to the quality infrastructure, while their adoption enables monitoring and implementation of the Law on Technical Requirements for Products and Conformity Assessment.
This Law is an umbrella law that stipulates technical requirements for all products and adoption of technical regulations, except for products that are regulated by special (sectoral) laws and regulations adopted under these laws. The Law regulates the mode of keeping the central register, notification of notified bodies and authorised conformity assessment bodies and reporting on the preparation of technical regulations in accordance with international obligations (MERD), and decentralization of adoption process in case of technical regulations, appointment and authorisation of conformity assessment bodies and recognition of the validity of foreign certificates and marks of conformity.
These recently adopted regulations emphasize the role and importance of accreditation, and the requirements that must be fulfilled by conformity assessment bodies to be appointed or authorized, whereas accreditation certificates imply the fulfilment of requirements for the appointment or authorization to the extent covered by the scope of accreditation.
All regulations were published in the Official Gazette of the Republic of Serbia No. 98/2009, and will enter into force on 1st March, 2010.
The Regulation on the Mode of Appointment and Authorisation of Conformity Assessment Bodies prescribes the mode of appointment and authorisation of conformity assessment bodies, confirmation of fulfilment of prescribed requirements for appointment, their authorisation and notification.
The Regulation on the Mode of Recognition of Foreign Conformity Certificates and Marks prescribes the mode of recognition of validity in the Republic of Serbia as regards conformity certificates issued by foreign conformity assessment bodies and conformity marks issued abroad.
The Regulation on the Mode of Conducting Conformity Assessment, Content of Conformity Certificate, on the Form, Design and Content of the Conformity Mark prescribes the mode of performance of conformity assessment, content of the conformity certificate, and form, design and content of conformity mark.
